What does 5.10 say?

When behavior analysts believe that there may be an ethical violation by another behavior analyst, they attempt to resolve the issue by bringing it to the attention of that individual and documenting their efforts. If the matter is not resolved and the behavior analyst believes there is a violation, they report to the BACB and/or relevant entities (e.g., licensure boards). Behavior analysts also report to the BACB and/or relevant entities if they believe a violation has occurred that cannot first be addressed with the other individual. The BACB expects behavior analysts to cooperate with ethics investigations.
